Town of Arena – Regular Meeting

June 13, 2005

 

PRESENT:  Bob Murphy, Dave Lucey, Bill Gauger, Laurie Ziebarth, Louis Carpenter, Dick Lockman, Dave Meudt, Rick Hanson, Jack White, Sue Mellum, Steve Harrington, Bart Richter, Steve Sawle, 60 concerned citizens

 

The meeting was called to order.  Roll call was taken, all board members were present.  Lucey moved to approve the minutes of the May 9, 2005, Gauger seconded, motion passed.  Lucey moved to approve the bills presented, Gauger seconded, motion carried. 

 

Attorney Olds spoke on behalf of the Terry Askevold rezoning, clarifying outstanding questions.  75 letters were received from Private Landowners of Wisconsin in favor of the rezoning.  Letters were received from seven out of the nine landowners with property adjoining Askevold’s in favor of the rezoning.  Lucey moved to deny the rezoning request for Askevold, Gauger seconded, motion carried. 

 

Lucey moved to approve wholesale beer license for Tom Porter, Lake Louie Brewing, Gauger seconded, motion passed. Lucey moved to approve a Class B beer and liquor license for Terry Askevold, Trader’s Bar, Gauger seconded, motion carried.  Lucey moved to approve a Class B beer and liquor license for Phillip Chandler, Chandler’s Roadhouse, Gauger seconded, motion passed.  Gauger moved to approve a Class A beer and liquor license for Gary Heck, Heck’s Marketplace, Lucey seconded, motion passed.    Gauger moved to approve a Class B beer and liquor license for Patricia Rasmussen for Spring Valley Inn, Lucey seconded, motion carried.

 

Gauger moved to approve a building permit for Eric Harman and Mitzy Jeffrey, Lucey seconded, motion passed.  Lucey moved to approve a mobile home replacement for Mike & Candy Morrow, Murphy seconded, motion carried with Gauger abstaining.  Lucey moved to approve rezoning on 3.2 acres for Patricia Ring from A1 to Ag Conservancy, Gauger seconded, motion passed.  Lucey moved to approve rezoning on 21.6 acres for Ed Meier from A1 to Ag Conservancy, Gauger seconded, motion carried. 

 

Rick Hanson was present to discuss what was needed to complete an acquisition of 5 acres from his parents for a new driveway to his existing home.  Gauger moved to approve rezoning on 30 acres to AR1 with a land division, contingent upon receiving a certified survey of the parcel, Lucey seconded, motion passed.  Murphy informed Jack White that the Earl White Estate property along Hwy 14 is zoned R1.  Lucey moved to approve a land division for the White property contingent upon receiving a certified survey for the parcel, Gauger seconded, motion carried.  Lucey moved to rezone 3.81 acres to B2 with a conditional use for inside and outside storage, Murphy seconded, Gauger abstained from voting.  Gauger moved to approve rezoning for John & Vern Halverson on 20 acres from B3 to B2 (north acreage) and from B2 and A1 to AR1 on 20 acres (south acreage) and a driveway permit, Lucey seconded, motion passed.  Lucey moved to exchange the 5 acres Sue Mellum currently owns to a 5 acre parcel just east of the property contingent upon getting a certified survey and the parcel being rezoned to AR1, Gauger seconded, motion passed. 

Steve Harrington informed the board that his portion of the fence between the Harrington and Sawle property has been completed.  Murphy viewed the completed portion of the fence.  Harrington would like to see the fence begun immediately.  A letter had been sent to Mr Sawle stating his portion of the fence needs to be done by September 1, 2005. 

 

Bart Richter applied for a building permit for a parcel off Helena Road.  Gauger moved to approve a building permit, Lucey seconded, motion passed noting that if a driveway permit was not issued in the past it will be required.

 

Murphy read a letter from the township attorney stating the scenic easement does not restrict Mr Sawle from using the scenic easement land for the home density standards. 

Lucey moved to rezone 701 acres to RB1 and to rezone 5 acres (existing house) to AR1 for Steve Sawle; with 706 acres under the Planned Unit Development, Lucey seconded, motion passed.

 

            Gauger moved to approve operator’s licenses for David Burkhalter, Abby Schultze, Diane Holzum, Jayne Wonn, Kenneth Nachreiner, Terry Askevold, Leisa Lessard, Christine Hanson, Denise Walker, Melissa Kennedy, Nancy Askevold, Paul Schoenmann, Viola Paulus, Kelly Finn, Kenneth Kruchten, Catherine Rood, Louise Snider, Phillip Chandler, Charlene Price and provisional operator’s licenses for Matt Bruzan, Denise Layton and Amy Cody, Lucey seconded, motion carried. 

 

            Road work already done and yet to be done was discussed along with any funding available.  Gauger moved to enter closed session, Lucey seconded, motion passed.  Gauger moved to raise Dave Meudt’s pay to $14.00/hour retroactive to 90 days after his start date, Lucey seconded, motion passed.  Gauger moved to return to open session, Lucey seconded, motion carried. 

 

            Gauger moved to adjourn, Lucey seconded, motion passed.
