ARENA PLAN COMMISSION

AUGUST 1, 2005

 

PRESENT:  Bob Murphy, John Wright, Dave Lucey, Wayne Schutte, Mark Hottmann, Dee Swenson, Bill Gauger 

OTHERS:  Laurie Ziebarth, Mark Berres, MaryLee Anding, Dan Bowell, Pam Kruschke, Greg Markus, 23 others

 

The meeting was called to order.  Gauger moved to approve the minutes of the July 5, 2005 meeting; Lucey seconded, motion passed. 

 

1.         Mark Berres is requesting a driveway permit for a 59 acre parcel off High Point Road.  There is an existing field road into the parcel with a culvert.  Lucey moved to approve a driveway permit for Berres, Schutte seconded, motion carried.

 

2.         MaryLee Anding applied for a conditional use for sales and service of boats on their property on Helena Road.  The current zoning on the property is B3.  Anding reported the saleable stored vehicles on the property on both sides of the road will be sold at an upcoming auction and junk vehicles will be removed by September 1, 2005.  Murphy moved to approve a conditional use for sales and service of boats, allowing no more than 30 boats, Schutte seconded, motion passed.  The Commission would like to see a plan for vehicle storage and the type of fencing that will be provided before acting on that issue.

 

3.         Dan Bowell, agent for Bob Reeve, Jr would like to purchase 5 acres from his father, Robert Reeve, leaving just over 5 acres in the original parcel off Demby Road.  He plans to construct a pole barn (40x60 or 40x80) to be used for storage.  No building site would go with the parcel.  The current use of the land is to grow produce.  Schutte moved to approve a land division and rezoning on this 5 acre parcel to AR1 contingent upon the zoning being approved at the county level, Murphy seconded, motion carried.

 

4.         Pam Kruschke, agent for Vivid Inc, applied for rezoning on .56 acres from B2 to R1.  An additional adjoining 1.2 acres is located in the Town of Wyoming, on which a home will be built. Gauger moved to rezone the .56 acres to AR1 with the restriction that no building sites are on the property, Wright seconded, motion passed.

 

5.         John Wright moved to recommend that the Town Board amend the Town of Arena Comprehensive Plan, Section H, to state the residential density standards be changed from 40 to 30 acres, based on ownership as of January 1, 2005; Schutte seconded, motion passed with 6 voting yes and 1 voting no.  Schutte moved to recommend that the Town Board amend the Town of Arena Comprehensive Plan, Section H, adding the requirements for planned unit developments as proposed with the addition of wording regarding allowing subdivisions, Hottmann seconded, motion carried.

 

6.  Greg Markus , DNR, stated the DNR is opposed to the township allowing Steve Sawle to use the building sites purchased from the DNR in the allowable building sites in his PUD. 

 

Work was continued on the comprehensive plan.  The next meeting will be held Tuesday, September 6, 2005 at 7:00pm at the Town Hall.  Hottmann moved to adjourn, Schuette seconded, motion passed.
