Town of Arena – Regular Meeting
August 8, 2005
PRESENT: Bob Murphy, Dave Lucey, Bill Gauger, Laurie Ziebarth, Minnie Gauger, Dick Lockman, Dave Meudt, Phil Icke, MaryLee Anding, Pam Kruschke, Dale and LeRoy Ziebarth, Ron Berg, Emily Barr, Steve Sawle, 14 others
The meeting was called to order. All board members were present. Lucey moved to approve the minutes of the July 11, 2005, Gauger seconded, motion passed. Gauger moved to approve payment of the bills presented, Lucey seconded, motion carried. Mail was read.
Phil Icke has a parcel off Sweeney Road under 40 acres that he would like to put a garage on, but it has nonconforming A1 zoning. Gauger moved to approve AR1 zoning for this parcel, Lucey seconded, motion passed.
Items recommended from the Plan Commission:
1. Gauger moved to approve a driveway permit for Mark Berres, Lucey seconded, motion carried.
2. Murphy reported
that MaryLee Anding would need B4 zoning for a salvage yard. Lucey
moved to approve rezoning to B4 on this 8 acre parcel with conditional uses for
sales and service of boats and vehicle storage, not exceeding over 100 vehicles
(30 boats, 70 vehicles), contingent upon the fencing being acceptable at onsite
inspection; Murphy seconded, motion passed with Gauger voting against the
motion. Inspection will be held Thursday, August 11, 2005 at 6:30pm.
3. Lucey moved to approve a land division and rezoning for Bob Reeve Jr for a 5 acre parcel off of Demby Road, Gauger seconded, motion passed.
4. Gauger moved to approve rezoning on a .56 acre parcel for Vivid Inc from B2 to AR1 noting no building site would be allowed on the acreage in the Town of Arena, Lucey seconded, motion passed.
5. Lucey moved to approve Amendatory Ordinance 05-A1 to Section H of the Comprehensive Plan of the Town of Arena adding the criteria for Planned Unit Developments including allowing subdivisions that conform to the Iowa County Subdivision and Land Division Ordinance, Gauger seconded, motion passed.
6. Lucey moved to approve Amendatory Ordinance 05-A2 to Section H of the Comprehensive Plan of the Town of Arena to change the residential density standard from 40 to 30 acres, Gauger seconded, motion carried.
Dale Ziebarth asked for an extension for reconstructing the fence between the Lucey / Ziebarth property until November 15, 2005. Ziebarth stated they needed 30 feet on the adjoining landowner’s property to work with the trees that may fall onto that property. Gauger moved to approve an extension allowing the fence to be completed by November 15, 2005, Murphy seconded, motion passed. Murphy reported that the Leslie / Wilkinson fence and Sawle / Harrington fence need review. Sawle reported the fence may need to be relocated in spots due to the terrain of the land and would like an extension. Gauger moved to extend the fence completion date until November 15, 2005 if OK with both parties, Lucey seconded, motion carried.
Road work and a new truck was discussed. The work needing to be done for waterways due to the Sawle project was reviewed. Emily Barr expressed concerns about the recently constructed driveway next to her property and how the water will affect her property and suggested that water from driveways should be addressed in the driveway ordinance. Gauger moved to adjourn, Lucey seconded, motion passed.
