The
meeting was called to order. Lucey moved to approve the minutes of the August 1, 2005 meeting; Schutte seconded, motion passed.
1. MaryLee Anding
was present to discuss the conditional uses on their property on Helena Road. Murphy reported that the property will need
to be zoned to B4 which requires 8 feet high screening around the
property. Larry Keister,
adjoining landowner, prefers a fence not be put on the boundary he has with Anding because it is already lined with trees. Murphy moved to approve B4 zoning with conditional
uses for Anding including boat and boat motor sales
and storage/repair, outside storage of wrecked and junked vehicles and
equipment, refrigerated storage facility (vehicle limit 100 vehicles) screened
by 8 foot solid fence or pines, Lucey seconded,
motion passed with 4 voting yes and 2 voting no.
2. Doug Anderson applied for a conditional use on 9.56 acres on
Morrill Road
for 6 animal units. Anderson provided signatures from 3
landowners for animal waste disposal. Schutte moved to grant a conditional use for 6 horses, Anding seconded, motion passed.
3. Larry Keister would like to build
a home off Helena Road
on an existing 2 acre parcel with a mobile home. Lucey moved to
approve a building permit for Keister contingent upon
the mobile home being removed from the property 60 days after the new home
occupancy permit is issued, Gauger seconded, motion
carried.
4. Fred Hankel Jr
applied for a building permit for a 5.53 acre AR1 parcel off Helena Road. The driveway has been constructed. Anding moved to
approve a building permit contingent upon approval by the Town Board, Schutte seconded, motion passed.
5. Wayne Schutte requested a
conditional use change to allow 18 animal units on 34 acres. Anding moved to
approve the conditional use request from 11 to 18 animal units, contingent upon
receiving signatures from 3 landowners to dispose of animal waste, Lucey seconded, motion carried with Schutte
abstaining.
6. Work continued on the Town of Arena Comprehensive Plan. Proposed changes:
- Page H-3, #1 – Allow a maximum of six homes to
cluster in any given area
- Page H-5, Plan Definitions – See County Definitions in Section 13.0
- Page H-5, Performance Standards, add 5. Iowa County Subdivision
and Land Division Ordinance
- Page H-5, Driveway Standards
- change 1b and 3 to allow six dwellings
- change 2 to January 2005
- take out sentence in 9 starting “The maximum
grade…with 3 horizontal to 1..”
- Discussion about a heritage exemption for
allowing owners of over 200 acres for 20-25 years a 5 acre building site
on productive farmland next to a road or natural border

held Monday, October 3, 2005
at 7:00pm at the Town Hall.
Anding moved to adjourn, Swenson seconded, motion passed.
