ARENA PLAN COMMISSION

OCTOBER 3, 2005

 

PRESENT:  Bob Murphy, Rod Anding, John Wright, Dave Lucey, Dee Swenson, Bill Gauger

OTHERS:  Laurie Ziebarth, Steve Sawle, Jeff & Tara Hooks, David Heinz, Doug Anderson, Debbie Pappas, 12 others

 

The meeting was called to order.  It was noted when MaryLee Anding's conditional use request went to Iowa County the vehicle limit was removed; no more vehicles are allowed.  Anding moved to approve the minutes of the September 6, 2005 meeting; Lucey seconded, motion passed. 

 

1.         Steve Sawle gave an update on his planned unit development.  The barn renovation is almost complete and Sawle will soon start advertising for boarding horses.  Drainage plans are currently being conducted.  Sawle also reported that fencing work will begin tomorrow and be completed by October 15 between the Sawle and Harrington property.  Sawle is running the fence line 50-60 feet onto his property due to the lay of the land and Harrington has agreed to this proposal. 

 

2.         Jeff Hooks would like to build a home at 7361 Hayward Crossing (former Gutweiler property).  There is an existing driveway on the property.  The home will be 1386 sq feet.  Gauger moved to approve a building permit for Jeff Hooks, Lucey seconded, motion passed. 

 

3.         Dave Heinz would like to build a home off Blynn Road on a 10.01 acre parcel already rezoned AR1.  The home will be on a joint driveway.  Gauger moved to approve the driveway and building permit for Heinz contingent upon satisfactory inspection of the property Thursday, October 6th at 5:45, Lucey seconded, motion carried.

 

4.         Work was done on the Comprehensive Plan. 

·        Anding moved to add a statement allowing a person who owned a farm (40 acres) prior to January 1, 1985 with an existing building site to build on a maximum 5 acre parcel of any type of land bordered on two sides, Murphy seconded, motion passed on a 4 to 1 vote.

·        Page H6, Building Standards:  Add the words "listed below" after the word structure

·        Page H-8, remove "because exceptional or undue hardship would result"

·        Add to H-8, Fees

o       Residential building permit $1000

o       Recreational building permit  $100

o       Driveway permit  $500

o       Rezoning fee  $250

o       Land division fee  $250

o       Conditional use fee  $250

o       Mobile home replacement fee (excluding mobile home parks)  $100

·        Public hearing to be held Tuesday, November 8th at 7pm at the VFW Hall

The next meeting will be held Monday, November 7, 2005 at 7:00pm at the Town Hall.   Gauger moved to adjourn, Anding seconded, motion passed.
