Town of Arena – Regular Meeting

November 14, 2005

PRESENT: Bob Murphy, Dave Lucey, Bill Gauger, Laurie Ziebarth, Minnie Gauger, Dave Meudt, Louis Carpenter, Dick & Mary Lockman, Ingmar & Kim Nelson, Steve Sawle, Terry & Connie Denruiter, Rick Hanson, Ron & Sue Berg, Derek & Heather Schmitz, Mark Hottmann, Doug Anderson, Jerry Booth

The meeting was called to order. All board members were present. Gauger moved to approve the minutes of the October 10, 2005 meeting, Lucey seconded, motion passed. Gauger moved to approve payment of the bills presented, Lucey seconded, motion carried. Murphy reported that he had talked with the towns association and the possible abandonment of 300 feet of Foster Road will require a public hearing after a legal description of the portion to be abandoned is received.

Steve Sawle reported that the fence line between the Sawle/Harrington property has been completed and read a letter sent to Harrington regarding the location of the fence line. (Letter submitted for town records)

Rick Hanson presented a draft survey for the acreage he would like rezoned off Roberts Road. Lucey moved to approve rezoning on the Hanson acreage not rezoned AR1 to AR1 (35 or 40 acres), Gauger seconded, motion passed. Derek and Heather Schmitz would like to build a home on the corner of Blue Ridge Road on 19 acres. Murphy reviewed the driveway and it meets town standards. Lucey moved to approve the building permit for Derek & Heather Schmitz, Gauger seconded, motion carried.

Murphy read the portion of the Plan Commission ordinance regarding the appointment of members on the Plan Commission in April of each year. Gauger moved to rescind the motion appointing Ingmar Nelson to the Plan Commission, Lucey seconded, motion passed. Ingmar Nelson stated he felt that since the circumstances regarding his appointment were due to another member's absence 50% of the 2005 meetings, the portion of the ordinance regarding appointments in April doesn't apply. Nelson asked that the Town Board review the process for application and appointment to the Plan Commission. The Plan Commission terms of Cheryl Schmidt, John Wright, Mark Hottmann and Dee Swenson will be up in April 2006 as they have all served on the Commission over three years.

Murphy reported that a meeting was held with the Village of Arena regarding forming a fire district. The current fire agreement with the Village will expire in November 2006. TRIP funds have been applied for to make improvements on Riemann Road. Doug Anderson would like to get the town to take on 660 feet of an easement at the end of Morrill Road. The Town Board will schedule an inspection of the roadway in the near future.

Discussion with the town patrolmen followed. Lucey moved to adjourn, Gauger seconded, motion passed.
