ARENA PLAN COMMISSION - unofficial minutes

August 6, 2007

 

PRESENT:  John Wright, Wayne Schutte, KayDee Maxwell, Cheryl Schmidt, Bill Gauger, Mark Hottmann, Bob Murphy

OTHERS:  Jerome & Marian Buol, John & Kathie DiNovella, Dick & Mary Lockman, Evy & Vern Halverson, John Halverson, Sue Mellum, Ingmar Nelson

 

 

The meeting was called to order.  Murphy moved to approve the minutes of the July 2, 2007 meeting, Schutte seconded, motion passed.

 

Jerome & Marian Buol - Sold land and kept 66 feet for a right of way for a gravel farm access road. The plan commission advised them that they do not need a permit for a farm access road. If they were to build a home then they would need a permit.

 

John & Kathie DiNovella - add .10 of an acre to their existing property and rezone the .10 of an acre from Ag to AR-1. Schutte moved to approve the rezone. Schmidt seconded, motion carried.  They are planning on building a shed on the property this fall and a house in the spring. They will have to go through the county to get a variance to build their shed first.  Hottmann motioned to approve them to build a shed first. Schutte seconded, motion carried. They owe $250.00 for the rezone.

 

Sue Mellum - She has 7.5 acres and 5 acres has to be zoned back to AG, put back into forest management and the Mellum family name. She then has 2.5 acres that she can build. After 8 years the 5 acres of land would go back into Sue's name and taken out of forest management.  She would then own the whole 7.5 acres. She is asking for a variance for her to build on the 2.5 acres for now. The plan commission suggested dividing up her and her brother's land differently so that she will have a 5 acre parcel to build on now. Schmidt motioned to rezone the land from AR-1 to Ag if required and to reconfigure the lot lines. Schutte seconded, motion passed. Certified Survey Map No. 412.

 

Sunset clause/change of ownership - do we eliminate the conditional use after a set time so one piece of property doesn't get too many uses over a number of years. A time frame could be part of the conditional use policy. The township fee is currently $250.00 for a conditional use permit. If a person is to have a rezone the fee is $250.  Wright motioned for the Town Board to back charge people for a conditional use fee if we over looked it and did not charge them. Also he recommends the new fee schedule of: if a person is to do a rezone and conditional use at the same time the fee would be $300.00. Murphy seconded, motion carried.

 

 

The September 3 meeting date will be moved to Tuesday, September 4.

 

Hottmann motioned to adjourn. Murphy seconded, motion passed.
