ARENA PLAN COMMISSION - unofficial minutes

November 5, 2007

 

PRESENT:  KayDee Maxwell, Cheryl Schmidt, Bill Gauger, Bob Murphy, Dave Lucey, Terry Denruiter, John Wright, Rod Anding, Wayne Schutte, Mark Hottmann

The meeting was called to order. 

 

Cheryl Schmidt motioned to approve the minutes from October 1, 2007 meeting.

 

Tom Porter wants to purchase 2 acres from Wally Rose and rezone the parcel to M1. Porter just expanded his business and is 10 feet from the lot line so he is purchasing the land for a greater buffer. Schutte motioned to rezone the parcel from AR1 to M1. Schmidt seconded, motion passed. Porter paid the $250.00 rezoning fee.

 

Wally Rose wants to rezone 7.86 acres. The land is currently zoned AR1 and he wants to change it to commercial zoning, B4, for a landscaping and plumbing business, possibly a water bottling plant in the future.  He needs a conditional use permit because he is changing the boundaries of AR1 land. He would have one parcel with two different zonings. Anding motioned to approve the rezoning of 7.86 acres from AR1 to B4 and a conditional use that the 13.93 acres stays AR1. Schutte seconded, motion passed. Hottmann motioned to approve a plumbing, landscaping and future water bottling plant on the 7.86 acres. Anding seconded, motion passed. Rose owes the $300 rezoning and conditional use fee.

 

Rand Schott - looking to purchase 37.96 acres on Frame Road zoned AG. It is a parcel of record. He wants to know if there would be a building site on the parcel. He would have to have a shared driveway.

 

Phil Roberts - has a 20 acre parcel. He wants to sell the 20 acres with no building permit. Roberts needs the land rezoned to AR1. Schutte motioned to rezone the 20 acres to AR1 contingent on getting a certified survey map. Murphy seconded, motion passed. Phil owes the $250.00 rezoning fee?

 

Marko Baxter and Tom Monk - are the adjacent land owners to the proposed lumber business on Hwy 14. They are opposed to B3 zoning, they think it should be zoned to B2. They are afraid that if the lumber business leaves it would still be zoned B3. County postponed rezone because of highway access. The land has to be B3 according to County because of the storage sheds. They discussed the procedures of notifying neighbors with the planning commission. The County is the only one that notifies people.

 

Public Comments - Bob Murphy asked about a house on Helena Road if they had a driveway and building permit approved. The board will discuss this at the Nov. 12th meeting. The planning commission discussed the letter from Lunder Law about the Peterson Valley Spring Farm concerning the number of building sites left.

 

Schmidt motioned to adjourn. Anding seconded, motion carried.
