ARENA PLAN COMMISSION - unofficial minutes

December 3, 2007

OTHERS:  Vern & Evy Halverson, John Rasmussen, Ingmar Nelson, Pam Lunder, Marko Baxter, Tom Monk

 

The meeting was called to order. 

 

Wayne Schutte motioned to approve the minutes from November 5, 2007 meeting.

 

John Rasmussen - Spring Valley Inn is zoned B2. One way for them to stay open in the winter is to rent out rooms as condos, upgrade spa facilities and offer timeshares. The County told Spring Valley Inn that once the Town passed a conditional use for the additional spa services they could add onto the building by simply getting a building permit. They are thinking about 20 additional units in a separate building in the future. There are currently 35 units, which he would make into 20 suites. Bob Murphy moved to approve the conditional use for the condos and expanded spa. Schutte seconded, motion passed. Bob Murphy moved to approve the combining of 3 parcels, all zoned B2, into one lot for a total of 19.31 acres. Schutte seconded, motion passed. John Rasmussen owes $250.00 for the rezoning.

 

Tom Porter needs a conditional use and a rezone to B2. Schutte motioned to approve a conditional use to divide the AR1 land. Schmidt seconded, motion passed. Hottmann motioned to rezone the two acres of AR1 land to B2 and apply the same conditional uses that are on the brewery currently to the existing site. Schmidt seconded, motion passed. The $250.00 was paid.

 

Pam Lunder from Lunder Law - Peterson Farm originally had 386 acres, 12 building sites, as of January 1, 2005. On Jan. 31, 2006 the first parcel was sold with one development right. Summer of 2006 sold 128 + 80 acres with one more development right. 2 building sites take up the 2 existing sites and 10 acres. There are 124 acres left. Schmidt motioned to approve a land division for the two 5 acre parcels with the existing home sites and rezone the land to AR1. Schutte seconded, motion passed.  The fee is $1000.00.

 

Evy Halverson - commercial lots on Hwy 14. The DOT is not granting Dennis Halverson access for commercial lots from his driveway. So, Dennis is selling 1.5 of the lots to the Evy and Vern Halverson and returning the remaining 1.5 lots to AR1. Evy and Vern will have the driveways for the lots come off of their driveway. Schmidt motioned to rezone lot 3 from B2 to B3 and move the conditional uses from lot 1 to lot 3, contingent on Dennis Halverson's application to rezone lot 4 to AR1. Hottmann seconded, motion passed. Halverson's owe $500 for the driveway permit.

 

Bit-O-Green Manufactured Home Park - The Town needs to adopt an ordinance for the personal property taxes to be paid to Bit-O-Green. Then Bit-O-Green pays the Town and the Town pays the County. No money will go to the State anymore. The licensing authority is the Dept. of Health and Human Services.  

 

Public Comment - Sue Mellum called Bob Murphy and asked if they could rent the downstairs of their home out. As long as there are indoor stairs and it is family. Kevin Gunderson said they would apply for and pay the $500 driveway fee.
