ARENA PLAN COMMISSION - unofficial minutes

The meeting was called to order. 

 

Schmidt motioned to approve the minutes from December 3, 2007 meeting. Hottmann seconded, motion passed.


At the county meeting the board had a concern with Spring Valley Inn selling condos/timeshares and the owners taking up residents in the building. They are waiting on the exact wording and plans of Spring Valley Inn's.

 

Rand Schott - has an offer to purchase a 20 acre parcel of record contingent on approval of rezoning and a driveway permit. Parcel is currently zoned A1, wishes to rezone the parcel to AR1. He wishes to have animals and a wind turbine on the property. If he obtains a driveway permit he would need to start work on the driveway permit immediately and it is good for one year. The driveway needs to be to code once a residence is occupied on the property. Schott is acting on behalf of the current property owners, Robert & Linda Gapko. Murphy motioned to rezone the 20 acres from A1 to AR1. Anding seconded, motion passed. The $250.00 fee was paid.

 

Tim Harrington representing Bob Hines. Hines purchased 191.6 acres from the Sawle Farm. There are 6 building sites total. There are two houses on the property currently. He would like to convert the old barn to offices & an apartment. This would then be considered a home site. He will then be selling 114 acres with two building sites to Tim & Steve Harrington. Bob will be keeping the 6th site for a possible home in the future. Anding motioned to approve the land division of 114 acres and 2 building sites. Hottmann seconded, motion passed. They paid the land division fee of $250.00.

 

Evy Halverson, commercial lots along Hwy 14  - DOT wants them to create another driveway off of Hwy 14, a third driveway, for the commercial lots. Lot 1 will then have the proposed saw mill and will have no access to the driveway that currently exists. The existing residential driveway will stay as a residential driveway only. The third driveway can go anywhere along Hwy 14 within the three lots. The rezone and conditional use of B3 will be for lot 1. All other lots are restricted to B2 zoning. Murphy motioned to approve a driveway permit off of Hwy 14 for commercial use only. Also, the saw mill lot will be moved back to lot 1 with the same conditional uses and zoning prior stated. Schmidt seconded, motion passed. The $500 driveway was paid.

 

Tracy Halverson - She is getting the town a copy of an ordinance that other towns use to collect personal property taxes from Manufactured Home Parks. The board would like to have the ordinance done before April.

Schutte motioned to adjourn. Murphy seconded, motion passed.
