ARENA PLAN COMMISSION - unofficial minutes

February 4, 2008

The meeting was called to order. 

 

Schutte motioned to approve the minutes from January 7, 2008 meeting. Anding seconded, motion passed.

 

Michael & Candice Morrow - Requesting a building permit for 7394 River Road. They will be removing the existing trailer and replacing it with a double wide and basement. They have less than a ½ acre. The house should be started by June 1st and the trailer will be gone. Anding motioned to approve a building permit and that the existing trailer will be removed by June 1st, 2008. Hottmann seconded, motion passed. The $1000.00 fee was paid.

 

James Berterang - Considering purchasing the Valley Motors car lot on Hwy 14. He is looking to put the allowed number of cars on the lot.  The past conditional use allowed 110 vehicles on the lot. James asked if the fence in the back could be made higher. The commission said that shouldn't be a problem. Lucey suggested a maximum of 75 cars on the lot. The commission is concerned about too many vehicles packed on the lot for safety and aesthetic reasons. Wright suggested 90 vehicles. When the commission approves the conditional uses they would like to see a drawn out plan with dimensions. James also had questions about signage. The commission told him to check with the county. James asked about adding onto the building. The commission again said to check with the county.

 

Kim Lamberoux & Dan Lane are requesting a building and driveway permit on School Road. There are 16.19 acres, about 10 are wooded and the rest are open and covered in brush. The trailer house that is on the property now will have to be disabled. There is a second trailer on the property that will be removed. They are hoping for a start date of March 2008. The current zoning is AR1. Hottmann motioned to approve a building and driveway permit for Lane & Lamberoux on Lot 4. The trailer must be disabled by June 1st, 2008. Schmidt seconded, motion passed. They owe the $1500 fee.

 

Steve Sawle, Falmouth Farms & Stables - He has 22 lots with 659 acres of common property, outlot 1. Each property owner has a 1/22nd ownership in the 659 acres. He has not been able to sell any of the lots so far. One concern with potential buyers of a lot is being an owner in the 659 acres.  Outlot 1 is 115 acres, which includes the equestrian facility. He would like to sell outlot 1 to an individual owner. The remaining lots would stay at 2 acres and he would not change the zoning. He had 706 acres and would sell off lot one of 115 acres. That gives him 544 remaining acres with 18 building sites. He is looking to divide outlot 1, 659 acres, into two parcels (544 acres, outlot1 and 115 acres, outlot 2). There could be separate ownership of the two parcels. The owners of the 22 lots would now own 1/21 interest in outlot 1, 544 acres. Anding moved to table the discussion. Schutte seconded, motion passed.

 

Bill Gauger needs to rezone his property on 7409 Timberline Trail, 5.17 acres from A1 to AR1. Anding motioned to approve the rezoning from A1 to AR1. Schutte seconded, motion passed. The $250.00 fee was paid.

 

Ingmar Nelson - He attended the Ethanol Plant meeting and had comments. Hartung's would likely be changing the scope of the project b/c bringing in natural gas would be too high. They would use Methanol digesters. Ingmar's concerns are how much more truck and rail traffic would there be, smell from the digester?

 

Ordinance for Bit-O-Green Community - Having Tracy Halverson collect the personal property taxes would change the mill rate very minimal. For the ordinance fee, John Wright recommends that there be an annual fee of $75, at a minimum, per owner for the first 25 units. Wright motioned to approve a $75 annual fee for 25 units. Anding seconded, motion passed.

 

Wright motioned to adjourn. Hottmann seconded, motion passed.
