Town of Arena – Regular Meeting -unofficial minutes

PRESENT:  Bill Gauger, Dave Lucey, Terry Denruiter, KayDee Maxwell, Minnie Gauger, Dick Lockman, Mary Lockman, David Meudt, Ingmar Nelson, Steve Sawle, Steve Sawle Sr., Louis Carpenter, Bill Cozine

 

 

- The meeting was called to order.  Gauger moved to approve the minutes of the April 7, 17, & 21, 2008 meeting. Denruiter seconded, motion passed.  Gauger moved to pay the bills presented. Denruiter seconded, motion carried.

 

 

Bill Cozine - In 2006 Cozine's land renters didn't send in the personal property assessment so the property assessment just doubled, called doomage. Now Cozine is responsible for the personal property taxes because he took the land back. Cozine talked to the town assessor and he said he doesn't feel Cozine should have to pay the full tax amount because there is only a few hundred dollars of personal property not $10,000 on the property. The total tax bill is $171.81. Cozine doesn't feel he should be responsible, but the town disagrees.

 

 

Patrolmen report - They have been patching and fixing ditches. They have put up about 750 signs and about 500 are paid for. The town can get crushed concrete from the Village of Arena if we want it. The town will use it on Peck Road. Patch on Erdmans and Roberts Roads. The mowers are ready to go. They are keeping track of the fuel usage. Put new seals on the vents coming out of the roof on the Town Hall building.

 

Gauger motioned to pay Tim Meudt $50.00 for help at the Clean Sweep Days. Denrutier seconded, motion passed.

Steve Sawle, Falmouth Stables - Sawle described the changes in the covenants between the homeowners and the equestrian facility.  Originally a two-unit apartment in the farm house plus 22 home sites was approved. The board thought the farm house was a single family home. Sawle added agriculture and residential to the table for conditional uses. Gauger thought these were new uses, but Sawle had them described on previous pages.  AR-1 lots don’t need Agriculture uses. Outdoor storage of equestrian equipment & trailers should be added to the conditional uses list, Denruiter mentioned. The conditional uses are with the current parcel, but once the land is divided then the conditional uses need to be stated for each parcel. Gauger motioned to table the discussion till the Town talks with the County. Denruiter seconded, motion passed.

 

Michael & Candice Morrow - They are removing a trailer house and building a new house. The zoning needs changed from R3 to R1. Denruiter motioned to approve the rezone of .49 acres on River Road from R3 to R1. Gauger seconded, motion passed. The $250.00 fee was paid.

 

Kelly Meuer - Lucey motioned to approve a building permit on 5779 Blue Ridge Road for Kelly Meuer. Denruiter seconded, motion passed. The $1000.00 fee is owed.

 

Garbage fees were discussed. Gauger motioned to change the garbage fees to $3.00 per bag and a ticket to $25.00 as of May 12, 2008. Denruiter seconded, motion passed.

 

Board of Review date was set for June 25, 2008 at 6:00pm. We will contact the assessor to see if this date is okay.


Gauger motioned to charge $5.00 per pail for patch. Denrutier seconded, motion passed.
