Town of Arena – unofficial minutes

November 10, 2008

PRESENT:  Bill Gauger, Dave Lucey, Terry Denruiter, KayDee Maxwell, Minnie Gauger, Louis Carpenter, Dave Meudt, Evy Halverson, Marko Baxter, Dick Lockman, Mary Lockman, Ingmar Nelson, Bob Murphy

- The meeting was called to order at 7:00 pm.  Roll call was taken, all board members are present. Gauger moved to approve the minutes of the October 13, 2008 meeting. Denruiter seconded, motion passed.

- There are 6 driveway users right now. Tom Mung is entitled to the 7th driveway permit. Evy is asking for 8 driveway users. The 8 won't get used by Tom until or if the density is ever changed. Or if he splits off 30 acres to build a house and 14 acres for his shed. He is not okay with losing his driveway rights yet. The original proposal, which the Town prefers was shot down by the WisDOT Central Office. Bob Murphy is going to find out who said no and try to get the original plan approved. Gauger motioned to table the discussion till next month. Denruiter seconded, motion passed.

- River Road Bridge project update from Bob Murphy. They are not going to delay the project now. They are going to use the Spring Green boat landing. Gauger motioned to move forward with the bridge project for 2009. Denruiter seconded, motion passed.

- Chris Cervantes - his home is not 1000 sq. ft. on Helena Road. The basement is not going to be finished off. The understanding at the Planning meeting was that the basement was going to be finished off to make the home 1000 sq. ft. of finished living space. The Town needs a definition from the assessor on what the definition of living space is. Gauger wants to move forward with this and see what the assessor says. Gauger motioned to table the discussion till next month until we find out what the assessor and building inspector says. Denruiter seconded, motion passed.

- Discussion with the patrolmen. Dick's truck was leaning to one side and he said, "the company said to just use it." 6682 Amacher Road needs another fire number. Can we contract diesel prices for winter means they have gone down? The patrolmen will look into this.

-  Valley Motors car lot - there is already a conditional use permit on the property. He is not renting the piece of property anymore from the neighbors so he needs a different conditional use permit is what Gauger thinks. Denruiter doesn't have a problem with refunding the money, but wants the conditional use permit to be limited to 100 cars. Denruiter motioned to refund his conditional use permit fee as long as he agrees to the 100 automobiles and light trucks maximum on his property on Hwy 14. Gauger seconded, motion passed.

- Bids for the Town Assessor were looked at. The Town received 6 proposals: from Magnan Assessment Service, Pine Creek Appraisal, Gardiner Appraisal Service, Holloway Appraisal Service, Associated Appraisal Consultants, Equity Appraisal

- Ian Holloway with Holloway Appraisal Services. He does quite a bit of work in Crawford County. If he does a complete reevaluation he will look at each house, measure each house and do a complete walk through.

- Guager motioned to pay the bills presented. Denruiter seconded, motion passed.

- The Town Board discussed the 2008 budget

- Gauger motioned to adjourn. Denruiter seconded, motion passed.
