December 1, 2008
The meeting was called to
order. Roll call was taken. Plan
Commission members present are John Wright, Wayne Schutte, Cheryl Schmidt, Bob
Murphy, Mark Hottmann. Others present are KayDee Maxwell, Terry Denruiter, Bill
Gauger, Evy Halveson, Minnie Gauger, Ingmar Nelson, Marko Baxter, Dick Lockman, Mary Lockman, John
Halverson
Schmidt motioned to approve
the motion minutes from the November 3, 2008 meeting. Schutte seconded, motion
passed.
Tom Buhman contacted Dave
Lucey to move the snowmobile trail from Pine Road to the South side of Helena Road. The
route goes down Helena Road
towards River Road.
Looking to change the route because land
owners on the previous property changed and the Village dug the ditch out so
they cannot use the previous trail. Lucey contacted the County to see what the
Board needed to do. Is there a liability issue? Recreational User Liability
Law, as long as it is a designated trail people are responsible for their own
actions. We can put up caution signs at the request of the Township. Bill
Gauger asked if there is a snowmobile trail map. Contact Pam Phelan for a map. Schutte
motioned to approve the snowmobile corridor contingent on a caution sign at
Bill Gauger's residence and that we get a complete map of the trails and that
the trails are in compliance with the DNR regulations. Murphy seconded, motion
passed.
Evy Halverson requesting a
driveway permit for the commercial lots on Hwy 14. Bob Murphy talked with the
DOT. Options are to make the current driveway a Town Road (300ft), variance for more than
6 users, or move the current driveway. Someday the DOT wants to make it a Village Street.
Halverson's would pay for the road to be blacktopped, but the Town would have
to maintain it if it became a Town
Road. Members are concerned with safety issues. If
the driveway was moved Marko Baxter has concern with moving the woods and
privacy issues. Also, they would have to drive through commercial lots. Marko
Baxter states that he has a driveway agreement for 6 users so he is opposed to
a variance for 7 users without it becoming a Town Road. The Town has to agree that the
Village will use this as an access point someday before the DOT will agree to the
driveway. Landowners have to agree to annex land into the Village before they
do it. Wayne Schutte suggested getting our State representatives involved. The
encroachment needs to be enforced or give us another access off of Hwy 14. Murphy
motioned to make the 300 feet a Town
Road, let the DOT know, and put it in their court.
The first 300 feet is for commercial use. Schutte seconded, motion passed.
Evy Halverson - Needs a
driveway permit for lot 1. They own 2 lots on Sweeny Road. There is a driveway passed
lot 1 going to lot 2. They want to make a driveway off of the existing driveway
to lot 1. Schmidt motioned to approve the driveway for lot 1 off of Sweeny Road.
Hottmann seconded, motion passed. The $500 fee was paid.
Dave Lucey will call the
building inspector Tracy Johnson to ensure Chris Cervantes finishes off the
basement in his home to make it meet Town Standards of a minimum of 1000 sq.
ft.
Fees for non-residential
buildings in the Township? We would be the first Township to implement this in Iowa County.
Table the discussion for now.
Dave Lucey commented on the
County meeting with Terry Askevold's property. The campground was denied at the
County.
Wayne Schutte motioned that
there is a Pine Road
zoning violation with more animals on the property than is allowed.
Schmidt motioned to adjourn.
