Town of Arena – unofficial minutes

PRESENT: Bill Gauger, Dave Lucey, Terry Denruiter, KayDee Maxwell, Minnie Gauger, Evy & Vern Halverson, Marko Baxter, Dick Lockman, Mary Lockman, Ingmar Nelson, Bob Murphy, Dave Meudt

- The meeting was called to order at 7:00 pm. Roll call was taken, all board members are present. Gauger moved to approve the minutes of the November 10, 2008 meeting and November 17, 2008. Denruiter seconded, motion passed.

- Snowmobile Corridor, the Town doesn't need to make a decision on anything now according to Dave Lucey after he talked with the County

- Evy Halverson - Driveway & Road for commercial lots on Hwy 14. The road has to be brought up to Town standards. It is the Halverson's intention to blacktop the road. There will be a turn-around or half a cul-de-sac at the end of the road for the plow trucks to turn a round. Information from the WisDOT:

· Town will allow a new street to be constructed southerly along the west lot line of Lot 1, CSM 817 approximately 300 feet long as measured from the USH 14 south right of way line. It is intended that this street serve the 2 residences that currently access USH 14 here as well the 5 lots being developed adjacent to USH 14 with the 2 CSM's. Additionally, as the Village lands to the west develop allowance for a connection to this new street will be made to serve the Village development at a distance of a minimum of 300 feet as measured from the USH 14 south right of way line. This access point is currently authorized as Access Point 231 on WISDOT Access Control Map ID 1640-02-29 and is restricted to ag use. WISDOT will revoke and reauthorize this access to an unrestricted access. Appropriate intersection improvements including a by-pass lane on the north and right turn and acceleration lanes on the south will be required, the cost of which will borne by the Town/developer. Details on design and construction of these improvements will be coordinated with WISDOT staff. WISDOT will take steps to have an encroachment on the north side (area of former Chandlers establishment and Trash to Treasure store) of USH 14 in this area removed.

· Access point 232 on the Access Control Map, the center drive for the former farm, is currently restricted to ag use and shall be revoked. 

· Access point 233, the eastern most drive, shall be reauthorized from private drive to a private drive restricted to it's current use; that being a single family residence and agricultural use only.

The only reason the Town is making this a Town Road is because this is commercial property. Gauger motioned to approve the 300 feet of Town Road for Halverson's commercial development. DOT regulations will be followed. Halverson's are liable for building and blacktopping the road. Denruiter seconded, motion passed.

- Evy Halverson - Requested a driveway permit for Sweeny Road - Denruiter motioned to approve the driveway permit. Gauger seconded, motion passed.

- A resolution has to be sent to DNR for funding. Denruiter motioned to pass the resolution to the DNR to request funding for the construction of the bridge on River Road. Gauger seconded, motion passed.

- Chris Cervantes home on Helena Road. The home looks like there are going to be rooms in the basement. There are currently dividing walls and escape windows there.

- Humane Society Agreement - Gauger motioned to send the Iowa County Humane Society $400 for 2009. Denruiter seconded, motion passed. The Town Board or Patrolmen do not go pick up dogs or take them to Iowa County.

- Gauger motioned to pay the bills through December 8, 2008. Denruiter seconded, motion passed.

- Dick Lockman checked on the fuel tank and to the best of our knowledge it is our fuel tank.

- Vierbicher has not been awarded the contract with the State of Wisconsin as the Town's Building Inspector.

- Gauger motioned to move to closed session. Denruiter seconded, motion passed.

- Denruiter motioned to move to open session. Gauger seconded, motion passed.

- Gauger motioned to raise Dave Meudt's wages from 17.25 to 18.00, Dick Lockman's wages from 18.50 to 19.25. Starting Jan 1, 2009. Denruiter seconded, motion passed.

- Gauger motioned to adjourn. Denruiter seconded, motion passed.
