Town of Arena – unofficial minutes

PRESENT:  Bill Gauger, Dave Lucey, Terry Denruiter, KayDee Maxwell, Minnie Gauger, Tracy Halverson, Dave Meudt, Wally Rose, Vern Halverson, Evy Halverson, Brad Smricna, Jeff McVay, Craig Hardy, Dick Lockman, Mary Lockman

 

- The meeting was called to order at 7:00 pm.  Roll call was taken, all board members are present. Gauger moved to approve the minutes of the February 2, 2009 meeting. Denruiter seconded, motion passed.

 

- Public Comment: none

 

- Bids were opened for Amacher Hollow Road. There are four bids: Meise Construction 26,918.00, MZ Construction 29,568.00, Iowa Grant Trucking Inc. 84,122, Wally Rose 43,000.00. The Town will notify the contractors within the next three days of who won the contract. The Town will discuss the contracts later.

 

- Brad Smricna Inspections, the new Town Building Inspector. Mr. Smricna is sending us a fee schedule. Fees are as follows: 0-800 sq. ft. $280, beyond is 0.25 finished, unfinished basement is 0.10, deck 0.10, and garage 0.10. It is State Law that any new home has to be inspected, including a manufactured home. He will routinely do 6 inspections during the building process.  He needs a copy of the sanitation permit. Any structure that you stay overnight in, even it is only one night a year, it needs to be inspected.

 

- Doug Enke with Town and Country Sanitation - Louis is done collection garbage. The Town is looking at a route pickup for residents. Spring Green Township does once a week garbage, once a week recycle. Town & Country can provide 95 or 65 gallon tote or it can be bags weekly or biweekly… 4 bag limit per week or 1 tote per resident. Cost difference is a few dollars per month. Recycling can be mixed together in a 18 gallon recycling bin. Will take appliances, tires, and furniture for a fee. For the extra items the resident has to call the office and pay before the item is picked up. These items will be picked up on recycling days. Residents can set up a dumpster service if needed and pay Town & Country the difference. T & C needs number of homes, residential stops, number of miles of road, kind of service. It has been a law for 15 years to recycle. Anything that we do probably won't be implemented till next year. The Town is open for suggestions. T & C don't go down private roads, mailbox pick up. The Town is leading towards weekly garbage pickup, bags, and biweekly recyclable pickup. T & C would need a months notice before starting service. The Town will think about how we want to deal with the trailer court. T & C contracts normally run 5 years. There is no fuel surcharge.

 

- Craig Hardy, Iowa County Highway Commissioner - Civil Engineering degree, 6 years in the consultant industry, owned his own general construction business, worked on a lot of park type projects, worked with road builders on subdivision developments, worked on DOT projects, licensed PE and Land Surveyor. Need numbers for the salt bids by March 19. Bridge Inspections need coding by 2011 if it is entered as Unknown, Frame Road. Bridge load rating directive, load rate all bridges in the State of WI. We will need signs posted on the bridge once the bridge is rated. We will have to pass a directive to restrict the weight on the bridge. River Road Bridge is 15 ton limit. Have to have one sign at the nearest intersection and one at each end of the bridge.

 

-  Jeff McVay - Vacate streets and alleyways in Helena. Any vacated property is split 50/50. Albany Street is an issue. The neighbors need to agree on where the road is. Dave Lucey will go to the County and ask questions.

 

- Denruiter motioned to rezone lot 1 from B4 and Ag to AR 1, 23.41 acres; move the lot line of lot 2 out to the edge of the easement, in front of the mini warehouses; rezone lot 3, 28.0+- acres, from Ag to AR1, with one building site. Lucey seconded, motion passed. Gauger abstained from voting.

 

- Bill Buckridge - Dave Lucey talked with the County and Bill Buckridge has to go through the State of WI for his manufactured stone conditional use permit. Dave Lucey talked with Bill Buckridge about what the County had to say. Bill Buckridge was not present and the discussion was tabled.

 

- We got refunded from MATC for the charge back of property taxes for $1469.28.

 

- Clean Sweep dates - Saturday, May 9, 2009. Minnie will check if that date is available. Flyers will be sent out to the residents.

 

- The Town is looking for a garbage & recycling person to work Saturdays, as a temporary position. Gauger motioned to advertise for a garbage/recycling position, limited term, part-time, $13.00/hr. Application will be on the website. Denruiter seconded, motion passed.

 

- The Town discussed the Amacher Hollow bids. Gauger motioned to award the bid to Meise Construction for $26,918.00. Completed by May 31, 2009. Denruiter seconded, motion passed.

 

- Patrolmen discussion - Dave Lucey thinks the township should invest in a power broom. We would need an 8ft broom. Check prices on these. Salt commitment for the next winter season was filled out for Iowa County. We committed to 250 tons.  The people that bought Falmouth Stables want to move Linley Road. Put tires on New Holland.

 

- Gauger motioned to approve the bills from 2/3/09 to 3/9/09. Denruiter seconded, motion passed.
