The meeting was called to
order.
Anding motioned to approve the minutes from May 4, 2009
meeting. Schutte seconded, motion passed.
Robert Amble representing
Jeff Hinds - Rezone a 7.57 acre parcel on Roberts Road to allow for a home site.
The County said it was not compliant. It has been an existing parcel since
1979. Schutte motioned to approve the rezone from A1
to AR1. Anding second, motion carried. The $250 fee needs to be paid.
Vern Halverson - on the
buffalo ranch they want to haul in blacktop and cement from a bridge job. They
will crush it and then use it there and sell some. It may be there a year at
the latest from the starting date sometime in July. There are no residents
living around the property. They would like to ask for a two year conditional
use permit. Schmidt motioned to approve a two year conditional use permit, from
the time they start, to haul and crush blacktop and cement on the property. They
need to let the Town know when they start and the site would need to be
returned back to the way it started. Hottmann
seconded, motion passed. The $250 fee is paid.
Bill & Minnie Gauger cannot put a well in for their house
if it is within 250 feet of the salvage yard. They need to create Lot 4 and remove the conditional use for the salvage
yard. They want to leave the zoning B4. The well will be 280 feet from the lot
line. Hottmann
motioned to approve a land division of 7.03 acres and removal of the
conditional use for the salvage yard, it is remaining
zoned at B4 for storage only. Schmidt seconded, motion passed. If the County
charges for a conditional use permit again Gauger will pay the Town for a
conditional use permit again too.
Anding motioned that Dave Lucey can notify the County of the
approvals for Halverson's and Gauger's prior to the
Town Board meeting. Hottmann seconded, motion passed.
Bill & Minnie Gauger - change to the truck route in the
Village. Highway 14 is the only designated truck route now. Bill Gauger called
the Towns Association attorney to see what was going on. Any truck over 9 tons
cannot go through the Village unless picking up or dropping off something in
the Village. The Town trucks are not exempt from this. Dave
Lucey called the DOT and they said
the Village will not get their TRIP money if they do this. Tom Porter has
concerns about the safety of trucks turning on Pine Road, he will have to spend money on his driveway too. The
Village is going to start ticketing truck drivers as soon as the signs are
posted. Tom Porter feels that a singled out group got the notices of the truck
route closure. Gauger has a concern about customers coming to his business and
not knowing the correct route. Gauger thinks the Town needs to get in contact
with the Towns Association Attorney to help out the businesses and the Town.
Tom Porter is concerned about the safety on the roads now. The Village has not contacted
the DOT at all about this. The DOT said, "any
respectable municipality will post a truck route." "For safety pull
off lanes will have to be put on Hayward,"
said Gauger. There is really nothing the Town can do until the Village posts
the signs.
Public Comment for discussion. Paul Pustine, "Where did the idea come from that the
Village Board is so hard to work with and unreasonable?" The Village
adopted the ordinance because of the school and increased traffic on Village Edge Road.
The reason was for safety. Nothing against anyone that uses the route now. Bill Gauger thinks it is personal because he
was never informed of the meetings. Vern Halverson and Wally Rose suggested
sidewalks and cross walks on Village
Edge Road would help with safety versus shutting
off the road. Evy Halverson said did the Village even
look at the alternative routes to see if they were safe? Denruiter asked if the
Town and Village could sit down and talk about the roads before the signs go
up. They will sit down and meet. As long as the signs are not posted there
won't be any tickets? The signs will not be put up until the Village and Board
meets.
Schutte motioned to adjourn. Hottmann
seconded, motion passed.
