Town of Arena

June 8, 2009

 

PRESENT:  Bill Gauger, Dave Lucey, Terry Denruiter, KayDee Maxwell, Minnie Gauger, Bob Murphy, Dave Meudt, Jim Corcoran, Dick Lockman, Mary Lockman, Tom Porter, John Halverson

 

- The meeting was called to order at 7:00 pm.  Roll call was taken, all board members are present. Gauger moved to approve the minutes of the May 11, 2009 meeting. Denruiter seconded, motion passed.

 

- Robert Amble - Rezone on Roberts Road from A1 to AR1. Denruiter motioned to approve the rezone from A1 to AR1. Gauger seconded, motion passed.

 

- Robert Murphy - would we have access to Hwy 14 from the road if needed. Would have to cross railroad tracks and get an easement from the Village. With flooding Pine Road gets closed during the year at times. Would the Railroad allow a new crossing for a Town Road? John Halverson thought the last time he checked it would be $250,000 'if' they would give the approval. Tom Porter would like to upgrade Village Edge Road if the Village would or open up Oak Street, Hayward is a last resort. 

 

- John Halverson - the DOT is putting in a passing lane by Chandlers. The building in 19 feet from the right of way line. 13 ft. lane and 8 ft. shoulder 3 ft. for curb and cutter. Halverson is hoping that part of the 8 ft. shoulder can be part of the passing lane. Halverson thinks there should still be enough room for a car to pull into Chandlers and back out. There is no room to pull into the side of the building either. The State notified the Bank and now we are just waiting on the plans and permits.

 

- Patrolmen discussion - Lucey suggested going with the County for seal coating the roads this year. The bid is $1200 difference plus patching, but the roads the County do hold up better. Lockman thinks we should do Linley Road this year too. 7/10 of a mile, $6300 for Fitz Road. $3000 for Spring Road. Lucey is willing to do half of Fitz Road now. Jim Corcoran proposed lending the money to the Township for Fitz Road to get the whole thing done this year, interest free.

 

- Bill & Minnie Gauger - Lucey motioned to approve a land division for 7.03 acres and the removal of the conditional use for the salvage yard. Denruiter seconded, motion passed. Gauger abstained from voting.

 

- Vern Halverson - County will only let us do a 1 year permit with a 1 year extension. Gauger motioned to approve them to haul and crush blacktop and cement on the property for one year contingent on the County knowing that they will be crushing blacktop and not just storing it. If it does need a conditional use permit the Town is okay with it. They need to let the Town know when they start and the site would need to be returned back to the way it started. Only a one year renewal is possible. Denruiter seconded, motion passed. They will get their $250.00 fee back if the County says they don't need the conditional use permit.

 

- Renewal of the Liquor Licenses - Gauger motioned to approve liquor license for Spring Valley Inn and Lake Louie LLC. Denruiter seconded, motion passed.  Gauger motioned to approve the liquor license renewal for Terry Askevold at Traders. Lucey seconded, motion passed. Lucey motioned to approve the operator's licenses for Terry Askevold, Edwin Olson, Patti Kinnard, Christine Hanson, Leisa Lessard. Denruiter seconded, motion passed.  Lucey motioned to approve the liquor license for Heck's Market and operator's license for Gary Heck. Denruiter seconded, motion passed. Lucey motioned to approve the liquor license for Chandlers, Pappas Trading Post, Black Earth State Bank, and operator's license for Ronald Kerr. Gauger seconded, motion passed.

 

- Gauger motioned to approve the bills as presented. Lucey seconded, motion passed.

 

- Terry Denruiter stated that the Village has an ordinance stating something about people that owe the Village money cannot apply for permits. We will look more into this.

 

- Does the Board want to look into a different assessor again? Gauger wants him to carry errors and omissions insurance. Lucey will talk to him about this. If Kal blows off Lucey then what? Look at last year bids.

 

Gauger motioned to adjourn. Denruiter seconded, motion passed.
