ARENA PLAN COMMISSION

November 2, 2009

The meeting was called to order. 

 

Anding motioned to approve the minutes from October 5, 2009 meeting. Schmidt seconded, motion passed.

 

Rand Schott - application for a building permit. Parcel D, 20 acres, zoned AR-1. Rand will get the commission a legal description of the property. It is a parcel of record. Murphy motioned to approve a building permit for Rand Schott. Anding seconded, motion passed. Schott paid the $1000 fee.

 

Brent Duhr - application for a building permit. 5971 Hwy K, 2 acres, there is an existing house that will be tore down. They would like to move the driveway. Current zoning is A1. Rezone from A1 to AR1. They will have to rezone if they ever build any additional buildings. Anding motioned to approve the building and driveway permit and rezone from A1 to AR1. Schmidt seconded, motion passed.

 

Jerome Glowacki - 5 acres rezone and land division to AR1 on Frame Road. Splitting off of an 80 acre parcel.  A little over 4 acres of non-ag land. 66 foot wide easement out to Frame Road. Schutte motioned to approve a 5 acre land division and rezone from A1 to AR1. Anding seconded, motion passed. The $500 fee was paid.

 

Tom Dechant - application for a driveway permit. 41 acres, corner of Knudson and Blue Ridge. Murphy motioned to approve a driveway permit, the driveway needs to be moved closer to the woods than shown on the drawing. Hottmann seconded, motion passed. Someone will inspect the location of the driveway. The $500 fee is paid.


Rick Peterson - 6.5 acres with a shed zoned commercial. Wants a building permit. Could get a conditional use permit to build a residence as long as the house was affiliated with the business. There is an existing house on a separate 2 acre parcel. The driveway for the existing house is owned by the commercial property  with an easement. The commission usually asks the property owner to give up the building site when the land is rezoned commercial. Dennis Halverson split up the property. Anding motioned to approve a conditional use permit to build a single family house, a building permit and a driveway permit for Peterson. There will be no additional residential building sites on this property. Murphy seconded, motion passed.

 

Ingmar Nelson - 128 acre island request zoning from A1 to RB 1 for horse trails, camp ground, paint ball field and the 11 acre field from A1 to RB 1 and 100 acre field from A1 to AB 1 for a possible commercial grain storage bins or mining. He will be required to submit a detailed plan on impact assessment. He is doing this mainly because of the new State's plan on zoning and farmland. The Plan Commission doesn't think these are a good rezoning choice for the Town. Schutte moved to table the discussion till Ingmar Nelson can bring in more detailed plans. Anding seconded, motion passed.

 

 

Robert Keene - application for a driveway and building permit on Hwy H and Erdman Road. 4 acres on one side of the road and 100 acres on the other side. Means it is a small field he can build on it even though it is Ag land. Schmidt motioned to approve a driveway permit and building permit. Hottmann seconded, motion passed.

 

 

Bob Murphy - request a refund of the rezoning fee. Anding motioned to refund the $250 fee. The County was never contacted.  Schutte seconded, motion passed.

 

 

Open discussion - Dave Lucey, said that the Township will take over any regulatory zoning as of Jan. 1. as it stands right now. The County has made changes. Wright and Murphy could live with the changes if the County can do it.  The County doubts it will fly though. If we go with the County we have to go with them for a full year. It will cost the Town a lot of money if we go on our own. The Plan Commission thinks we should stay with the County for the time being.

 

Museum guy is renting out his house. Schmidt has contacted the County.
