Meeting was called to order. Schutte motioned to approve the minutes from the April 5, 2010 meeting. Anding seconded, motion passed.

 

 

Bob McKinley - wants to withdraw his request for a bed and breakfast. The County wants them to rezone and they don't want to do that, rezone to B2.

 

Eric Drachenberg wanted to talk to the Township about hazardous mitigation planning. He left a website www.swrpc.org/iowahazard. A plan for whom to call, what to do in emergency situations in the township. Eric Drachenberg seems like the logical person to call and head up a situation.

 

Public meeting at the Barneveld Legion at 7:00 on May 6 about the WI Working Lands Initiative.

 

Ingmar Nelson - proposing less than 1 acre lots (6.512 acres), rezone to RB1 for cabin rental and tourist cottages. Current zoning is A1. Building site 1, 2, 3, 4 is current A-Frame, 5, & 6 (5 new building sites). Change zoning within that space (lot 2) to RB1. Lot lone would move to West. The dashed lines are the meandering line where the stakes won't ever move, he owns all the way to the river though. Cabins are 1000 - 1200 sq. ft.. Tourist cottage with plumbing and sewer, would like to combine well and septic, worst case there would be one per site. Has 111 acres total. Driveway, has talked to Allsum, there is no problem as long as people stay on the drive. That would put 7 users on the driveway, he has an easement through Gary Heck's property that he would then use for his house. It is a dirt drive now so it is not up to Town standards. Mark Hottmann read Section H-9 about getting an impact study. Non-residents can not exceed 600 sq. ft.. Ingmar is proposing houses at 1000 sq. ft. and he doesn't have enough building sites. However, that is why he is changing the zoning to RB1. Pg. 17 of the Iowa County Zoning says tourist cottage is under RB1. Needs 5 acres minimum for RB1. Tourist Cottage definition: a building of no more than 2 dwelling units. Ingmar thought he would have a gazebo for tourists, but did not mention any other conditional uses. He would start building this year. Gauger would like a letter from Allsum's agreeing to the easement and multiple users. Section I, reasons that the tourist cabins are a good idea, what they do for the township. The planning committee wants and impact statement. What does he have for fire protection? Thought about building the structures out of concrete. Are they seasonal? No, rented year around. Concerned about the sq. ft. and people living in them all year. We will basically have a subdivision with houses and driveways. Not doing anything with lot 1 zoned Ag. Lucey and Nelson will try and meet with Scott Godfrey Wed. morning. Individual parking at each cabin. He will have to get a permit from the Lower WI River Way. Anding motioned to approve the rezoning from A1 to RB1 on Lot 2, 6.512 acres, also the conditional use of five tourist cottages (contingent on the definition and number of cottages allowed at the County) with an existing house, contingent upon getting all the required permits and the Town receiving an impact study based on Section H-III-5, a letter from the adjacent landowners, Allsum, about the easement, and a five year moratorium on additional conditional uses for Ingmar Nelson. Schutte seconded, motion passed.  He will have to apply for a driveway and building permit for each cottage. We would like blueprints for the houses.

 

Cheryl Schmidt and Mark Hottmann are up for renewing their positions on the Plan Commission. Anding motioned to nominate John Wright for Chairman. Murphy seconded, motion passed. Schutte motioned to nominate Rod Anding for Vice Chairman. Wright seconded, motion passed.

 

The township needs to define what we want for an impact statement.
