Town of Arena

PRESENT:  Dave Lucey, Terry Denruiter, Bill Gauger, KayDee Maxwell, Ingmar Nelson, Mary Lockman, Dick Lockman, Rand Schott, Connie McVay

 

- The meeting was called to order at 7:00 pm.  Roll call was taken, all members are present. 

 

- Denruiter motioned to approve the minutes from the April 14, 2010, annual meeting. Gauger seconded, motion passed.

 

- Connie McVay - Notice of intention of abandonment, Ted Frank drafted up the papers for the Township and McVays. The board needs to approve the signing of the resolution and notarize them. Then the owners record them. Denruiter motioned to approve the signing of the four resolutions of the Town of Arena concerning abandonment by Town of Lexington Street.  Gauger seconded, motion passed.  Connie would like to go to the County about cleaning up Helena.

 

- Rand Schott - extension of building permit - received a building permit 6 months ago. Just got the State approved septic back and has a hole in the ground. Bottom portion of the drive is not complete. Would like to finish that after the trucks are done going up and down. Gauger motioned to extend Rand Schott's building permit for another 6 months. Denruiter seconded, motion passed.

 

- Ingmar Nelson - Dave spoke with the County. The application will need some type of impact study. The County will look at parking and safety of incoming and outgoing roads. Not looking at the environmental as much. Ingmar doesn't think parking or roads should be an issue. Denruiter asked about the easement, 50 ft, grandfathered in Nelson said. If it has been used it is grandfathered in, if not it has to be 66 ft. Ingmar said it has been used in the winter and for Agriculture. Needs a driveway permit, not an established driveway. Both driveways have to be up to code. The one going through Heck's is only going to be used for Ingmar's home. The other driveway will be used for the recreational cabins. Ingmar doesn't know if the 6 users per driveway is applicable if zoned RB. Another concern is that it is a residential and Agricultural area. The cabins are not really piggybacking another commercial area. Denruiter would not want to see a month to month rental of the cabins. Possibly some limitation on the number of people because of noise concerns. Denruiter doesn't believe renting them for 4 months to APT fits his application. Lucey would like one or two set aside for APT rentals. Gauger wants to know what are we going to do for the next person that wants to change to RB1 and build 5 houses (recreational cabins). Ingmar said he could do individual septic's or collective. These cabins will take up all of his building sites. The Township is concerned about the cabins getting parceled off in 1 acre sites and sold off down the road. They will not allow this. Ingmar will be doing all of the upkeep. Ingmar wants clarification: rental vs. recreational, driveway easement, how the land doesn't get split up in the future, signage, fire/ambulance protection year round. What about rezoning land from A1 to AR1 for now then zoning to RB1 when the rest of the details are completed. Gauger motioned to table the Planning and Zoning's recommendation to rezone from A1 to RB1. Denruiter seconded, motion passed. Gauger motioned to rezone lot 2, 6.512 acres, from A1 to AR1 contingent on the fee being paid. Denruiter seconded, motion passed. $250 fee is owed.

 

- Denruiter motioned to approve the minutes from the April 12, 2010 meeting. Lucey seconded, motion passed. Gauger abstained from voting.

 

- Public comment - none

 

- If signs are knocked down in the Township we are going to start billing people's insurance companies to pay for them if they are an accident. $150 plus costs. Denruiter motioned to charge $150 per service call plus material costs to replace signs. Gauger seconded, motion passed.

 

- Gauger motioned to approve the bills as presented. Denruiter seconded, motion passed.

 

- The County is going to do our bridge inspections.

 

- Gauger motioned to adjourn. Denruiter seconded, motion passed.
