ARENA PLAN COMMISSION

November 1, 2010

 

PRESENT:  John Wright, Rod Anding, Bob Murphy, Wayne Schutte, Cheryl Schmidt, Dave Lucey, Bill Gauger, Terry Denruiter, KayDee Maxwell, Mark Hottmann

- Meeting was called to order. Wright motioned to approve the minutes from the October  4, 2010 meeting.  Anding seconded, motion passed.

 

- Rick Peterson, wants to put 1 acre of land with the new house and put the other 5.5 acres with the old house. Has 8.5 acres total. New house on commercial property with shed (6.5 acres) and old house on Ag Residential (2 acres). Would have to have 5 acres with a house for residential or a house on 1 acre zoned commercial with a business. Wright wants all the land zoned commercial. Anding motioned to approve a land division and rezoning. One parcel: land division from 6.5 acres to two acres, includes the new house (land not going out to the highway) and retains B1 commercial zoning along with a conditional use for a residence and an easement for the driveway. Second parcel: 6.5 acres with the old house and shed will be B1 commercial zoning with landscaping conditional uses. 6.5 acres will totally be rezoned to commercial. Land will have to be resurveyed. Schmidt seconded, motion passed. Peterson owes $500.

 

- Stephanie & Robin Histed, has horse shows with approximately 50 horses per horse show that are there for the day. They have a conditional use for horses on the property with a max of 22 horses, a riding arena, stable, office and nothing for special events. Stephanie talked with Mike Bindl from the County. They are going to have to address the special events. We will table this till the Plan Commission members talk with the County.

 

- Jodi Kivlin, tabled last month at the Town Board meeting. Went to County and asked for a residence and it was denied. Now applying for a non-residence building permit at the Town level. Doesn't need a building permit for a non-residence at the Town level, only at the County. Non-residence can be out of the 300ft. cluster. Do not need a driveway to a non-residential structure according to Jodi. There is a field road there. Schutte motioned to rescind the motion from October 4, 2010. Anding seconded, motion passed. Wright suggested Jodi apply for the proper permits at the County.  

 

- Public comment - Schutte brought up the issue that a friend is having building a vet clinic and needs a waste water site runoff permit, but cannot get it yet because of historical sites. Just bringing this up so we keep this in our minds with commercial properties.

 

-  Applicants need permit applications filled out before the board will review their request.

 

 - Wayne motioned to adjourn. Murphy seconded, motion passed.
